Gender-affirming Care - Estimated Expenditure at Public and Private Services

PUBLIC HEALTHCARE FEES AND CHARGES

Public healthcare fees and charges reform has taken effect on 1 January 2026. For details, please refer to the page "Fees and Charges" of the Hospital Authority (HA).

 

Charges for "Eligible Persons"* at HA are as follows:

  • (Including each medical and allied health service of the Gender Identity Clinic)

    • Each attendance: HKD 250

    • Blood tests: Free of charge

    • Each medication: HKD 20 per chargeable unit (Every 4 weeks)

    • Self-financed item drug handling charge: HKD 130 per medication

    • Medication Delivery Service (Including home delivery service, and community collection service): A standard delivery fee of HKD 65 per prescription

  • (Formerly known as "General Out-patient Clinics” and “Community Health Centres")

    • Each attendance: HKD 150

    • Each medication: HKD 5 per chargeable unit (Every 4 weeks)

  • (Surgeries generally incur no additional charges. The expenditure includes inpatient charges according to the number of days peri-operation, as well as charges of medications at discharge, dressings, and follow ups afterwards)

    • Each day: HKD 300

     

    (Public ward maintenance fee includes consultation, examinations, general prescriptions, vaccines, general nursing and meal)
    (Maintenance fee will be levied on daily basis from day of admission with cut-off time set at 12:00 midnight. If a patient is discharged within same date of admission, one day maintenance fee will be levied on the first day)

  • (Including medical certificates for applying the update of HKID gender marker)

    • Each report: HKD 1,100

     

    (Maximum cap at 4 reports, i.e. HKD 4,400)

    • Holders of Hong Kong Identity Card issued under the Registration of Persons Ordinance (Chapter 177), except those who obtained their Hong Kong Identity Card by virtue of a previous permission to land or remain in Hong Kong granted to them and such permission has expired or ceased to be valid; OR

    • Children who are Hong Kong residents and under 11 years of age; OR

    • Other persons approved by the Chief Executive of the Hospital Authority.

    Persons who are not Eligible Persons are classified as Non-eligible Persons.

    • People who have financial difficulties in paying medical expenses at the public sector may apply for medical fee waiver. Please refer to webpage on Mechanism of Waiving of Medical Charges for details.

    • In addition to the medical fee waiving mechanism, the HA establishes a second safety net by introducing a HK$10,000 cap on public medical fees and charges without requiring financial assessment with effect from 1 January 2026. The new measure aims at easing the financial burden faced by patients suffering from sudden severe illnesses or chronic illnesses. Please refer to the webpage on Annual Spending Cap for details.

  • If one wishes to see GIC endocrinology: They must be first seen and referred by GIC psychiatry

    (Even if one has been followed up at Hong Kong public paediatric clinic, or Hong Kong private clinic, or outside Hong Kong).

    • Generally, when one is physically and psychologically ready., hormone prescription begins the earliest at the first appointment of endocrinology. Otherwise, longer time may be rquired to receive a prescription.

    *Psychiatry at public: There are estimated 18 appointments in total, if there is an appointment every 3 years (The frequency is adjusted according to one's needs).

    ^Psychiatry at private: The cost of only 1 appointment is stated here. According to one's conditions, it is possible to have more appointments until a referral to endcrinology is made.

    Some private psychiatrists would prescribe gender-affirming hormones as appropriate, along with corresponding blood tests. For some clinics, the appointment fee may include medications.

1. Use public service only.

2. Has registered at the Gender Identity Clinic (GIC) at public service in Hong Kong. During the waiting for the first appointment of GIC psychiatry (Current waiting time: Over 1.5 years),

  • Visits private psychiatry for a referral for homones, and then follows up at private clinics,

  • Until their psychiatrist refers them for endocrinology, and afterwards a hormone prescription is received at GIC endocrinology.

Public:

New registration at GIC

Referred by GIC psychiatry. for hormones
